The Lifting Operations on a construction site require heavy lifting equipment like the scissor lift operated by a competent person. The competent person is the one who knows and has gained years of experience in operating and managing construction lift equipment. A competent person is responsible for the check and maintenance of the machine before, during, and after its use. The process to check the scissor lift is called “Thorough Examination”. It is to be conducted at specified intervals to detect any minor or major issues that need immediate repair. However, apart from the daily examination, there is a fixed period when the scissor lift has to be inspected and made required changes. The operator/management has to follow the time mentioned and get the servicing done on time. There are two cases:
- If the Scissor Lift is used for Lifting Goods:
A period not exceeding 12 months if the scissor lift is only used for lifting goods. - When used only for Lifting Persons:
A period not exceeding 6 months if the scissor lift is used for lifting persons
Through Examination of Scissor Lift after any major alteration or damage:
Damages occur when the scissor lift is operated without any proper due diligence or in the below-mentioned situations:
- If the scissor lift is used in a corrosive environment
- When used more frequently than normal use (In case of double shifts)
- Is always lifting loads at or near the rated capacity
- If the components are in wear and tear conditions and require frequent replacement
Where periodic thorough examinations are carried out, it is incumbent on the competent person to set the date of the next thorough examination. This is generally six or twelve months from the date of the thorough examination but should be reduced by the competent person where they judge that the rate of deterioration of the scissor lift may lead to a dangerous situation occurring before the next thorough examination.
Whom to Report After Through Examination of The Scissor Lift?
After a thorough examination, the reports are shared with the site supervisor with details carried out by a competent person who is sufficiently independent and impartial. In the case of a hired-in telehandler, the actual undertaking of thorough examination is often delegated to the telehandler owner by the user.
